Description: The HFRA_Evac, aka HFRA At-Risk Communities' Evacuation Routes Near Northern Region Forests and Grasslands, feature class represents the HFRA 2003 Part B.iii definition of HFRA_WUI (HFRA Wildland Urban Interface). Evacuation Routes are defined as part of the development of HFRA WUI as linear features. HFRA_Evac are the unbuffered evacuation routes and authoritative road layers that should be used as the spatial data source. (iii) an area that is adjacent to an evacuation route for an at-risk community that the Secretary determines, in cooperation with the at-risk community, requires hazardous fuel reduction to provide safer evacuation from the at-risk community. Local data stewards will decide the appropriate buffer distance based on local conditions such as vegetation type, steepness, and route conditions as needed to provide safe ingress and egress during a wildfire event and for post fire access. As of May 30, 2024, a 1,500 buffer distance on both sides of all Northern Region submitted evacuation routes has been identified. Evacuation route data have been compiled for all Northern Region units EXCEPT for the Bitterroot National Forest.There have been legal court decisions on the interpretation of HFRA WUI that only apply to regional areas, and because of this, direction may change between FS Regions. Verify the official Regional direction for using HFRA WUI. Outside of areas impacted by court rulings, HFRA_CWPP_WUI (Part A) can be used in conjunction with At-Risk Communities (Part B) and Evacuation Routes (Part B) that are stored separately. Each region is only responsible for populating data within their Region. Description: At-risk communities are referenced in Part B of the HFRA Wildland Urban Interface (WUI) definition. Some at-risk communities have been digitized based on the Federal Register list of At-Risk Communities, 2001. Other communities from wildfirerisk.org (from the Research Data Archive file named RDS 2020-0016 supplements) have also been included. Additionally, at-risk communities can be identified by states and/or counties lists. Local data stewards can also add at-risk communities. All at risk communities must met the definition of an at-risk community in Part B of HFRA: (B) in the case of any area for which a community wildfire protection plan is not in effect— (i) an area extending 1⁄2-mile from the boundary of an at-risk community; (ii) an area within 11⁄2 miles of the boundary of an at-risk community, including any land that— (I) has a sustained steep slope that creates the potential for wildfire behavior endangering the at-risk community; (II) has a geographic feature that aids in creating an effective fire break, such as a road or ridge top; or (III) is in condition class 3, as documented by the Secretary in the project-specific environmental analysis; Some data sources used to spatially locate these at-risk communities are point features, and therefore extent of the community must be estimated. To estimate the community extent, all at-risk communities that were found in the Census_Place EDW data set were used to find the median size of those at-risk communities. The median size has been rounded to a 1-mile buffer. That community extent can be adjusted by digitizing a more accurate community extent with local knowledge of the actual size of the community. As of May 30, 2024 at-risk community data have been compiled for all Northern Region units EXCEPT for the Bitterroot National Forest. The at-risk communities in this layer will be buffered using the buffer distance field which is defined as:Per the HFRA WUI definition, an at-risk community is buffered by 0.5 miles unless there are sustained steep slopes, a geographic feature that will aid in a creating a fuel break, or is in Very High Wildfire Hazard Potential. If the area between 0.5 miles and 1.5 miles from the community meet any of these criteria, then Buffer_Distance field should be changed to 1.5 miles. Description: The HFRA_CWPP_WUI feature class represents the WUI as described or mapped in Community Wildfire Protection Plans (CWPP). The rules and definition for CWPPs come directly from Part A of the WUI definition in HFRA, 2003. The CWPP data is developed by counties, or smaller government entities, therefore the Forest Service is not the authoritative source for these boundaries. CWPPs are created by local government entities through a collaborative process and are then approved by the State Forester. The CWPP WUI areas have been consolidated into the Forest Service system to facilitate legal and fiscal interpretations of WUI areas as specified in HFRA of 2003. Other community plans, like All Hazard Plans, that are developed by local government entities can also be used if they meet all the criteria for a CWPP as outline below. The statutory criteria for a CWPP is set out in HFRA under 16USC 6511(3):COMMUNITY WILDFIRE PROTECTION PLAN.—The term ‘‘community wildfire protection plan’’ means a plan for an at-risk community that—(A) is developed within the context of the collaborative agreements and the guidance established by the Wildland Fire Leadership Council and agreed to by the applicable local government, local fire department, and State agency responsible for forest management, in consultation with interested parties and the Federal land management agencies managing land in the vicinity of the at-risk community;(B) identifies and prioritizes areas for hazardous fuel reduction treatments and recommends the types and methods of treatment on Federal and non-Federal land that will protect 1 or more at-risk communities and essential infrastructure; and(C) recommends measures to reduce structural ignitability throughout the at-risk community.The data in this dataset comes either directly from counties or has been digitized from maps or written descriptions within the CWPP. Northern Region (Region 1) CWPP data provided on March 14, 2024 represent county CWPP data that have been verified to match CWPPs. Forests did their best to interpret and map the CWPP WUI areas under a tight timeline with limited ability to coordinate with the local government entities. Many units are now starting to work with their county partners to validate the current information. There is also the requirement for local units to work with their county partners, so they are aware when new CWPPs have been created or updated.
