Description: The HFRA_Evac, aka HFRA At-Risk Communities' Evacuation Routes Near Northern Region Forests and Grasslands, feature class represents the HFRA 2003 Part B.iii definition of HFRA_WUI (HFRA Wildland Urban Interface). Evacuation Routes are defined as part of the development of HFRA WUI as linear features. HFRA_Evac are the unbuffered evacuation routes and authoritative road layers that should be used as the spatial data source. (iii) an area that is adjacent to an evacuation route for an at-risk community that the Secretary determines, in cooperation with the at-risk community, requires hazardous fuel reduction to provide safer evacuation from the at-risk community. Local data stewards will decide the appropriate buffer distance based on local conditions such as vegetation type, steepness, and route conditions as needed to provide safe ingress and egress during a wildfire event and for post fire access. As of May 30, 2024, a 1,500 buffer distance on both sides of all Northern Region submitted evacuation routes has been identified. Evacuation route data have been compiled for all Northern Region units EXCEPT for the Bitterroot National Forest.There have been legal court decisions on the interpretation of HFRA WUI that only apply to regional areas, and because of this, direction may change between FS Regions. Verify the official Regional direction for using HFRA WUI. Outside of areas impacted by court rulings, HFRA_CWPP_WUI (Part A) can be used in conjunction with At-Risk Communities (Part B) and Evacuation Routes (Part B) that are stored separately. Each region is only responsible for populating data within their Region. For the Northern Region (Region 1) HFRA WUI direction can be located on this internal SharePoint site: https://usdagcc.sharepoint.com/sites/fs-r01-oystry/SitePages/R1-WUI.aspx?csf=1&web=1&e=VpyajX&cid=bb07f8f6-f801-48e8-8cbe-e7ef9e3c15b9These HFRA_Evac lines will be buffered and combined with HFRA_AtRisk (communities) and HFRA_CWPP_WUI (Community Wildfire Protection Plan) boundaries to produce the HFRA_WUI data layer published in the Enterprise Data Warehouse (EDW). Northern Region data users need to consult the regional WUI direction located at the internal SharePoint site listed above and should use WUI layer files located under T:\FS\Reference\GIS\r01\LayerFile\Fire\HFRA for any environmental analyses efforts requiring HFRA WUI. The HFRA_WUI dataset is designed ONLY for use with HFRA Fuels Categorical Exclusions (CE), where HFRA WUI is legally required, when following USFS direction, and fiscal decisions, specifically funds granted in the Inflation Reduction Act.
