It contains one record per application, covering beneficial water use permit and change applications (types 600 and 606) and their pre-application records (600P and 606P). Each record carries the application's identity and context - application number and type, applicant names, basin, county, receiving and issuing regional offices, date received, and the comment recorded at receipt - together with four derived analytical attributes: an overall application status (pending, active, denied, or terminated/withdrawn), the current processing stage (pre-application, deficiency review, drafting preliminary determination, public comment, objection period, in hearings, or final action), a yes/no flag for whether the application qualified for HB 114 pre-application timeline benefits, and a yes/no/not-applicable flag for whether the statutory deadline was met. Elapsed processing time is reported two ways - measured from the pre-application meeting where one was held, and measured consistently from the date the application form was received - each with a binned category for charting. Total elapsed time is then attributed to the party responsible for the delay across three columns: days attributable to DNRC, to the applicant, and to the objection and hearings process.
