description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The HFRA_CWPP_WUI feature class represents the WUI as described or mapped in Community Wildfire Protection Plans (CWPP). The rules and definition for CWPPs come directly from Part A of the WUI definition in HFRA, 2003. The CWPP data is developed by counties, or smaller government entities, therefore the Forest Service is not the authoritative source for these boundaries. CWPPs are created by local government entities through a collaborative process and are then approved by the State Forester. The CWPP WUI areas have been consolidated into the Forest Service system to facilitate legal and fiscal interpretations of WUI areas as specified in HFRA of 2003. Other community plans, like All Hazard Plans, that are developed by local government entities can also be used if they meet all the criteria for a CWPP as outline below. </SPAN></P><P><SPAN>The statutory criteria for a CWPP is set out in HFRA under 16USC 6511(3):</SPAN></P><P STYLE="margin:0 0 0 48;"><SPAN>COMMUNITY WILDFIRE PROTECTION PLAN.—The term ‘‘community wildfire protection plan’’ means a plan for an at-risk community that—</SPAN></P><P STYLE="margin:0 0 0 96;"><SPAN>(A) is developed within the context of the collaborative agreements and the guidance established by the Wildland Fire Leadership Council and agreed to by the applicable local government, local fire department, and State agency responsible for forest management, in consultation with interested parties and the Federal land management agencies managing land in the vicinity of the at-risk community;</SPAN></P><P STYLE="margin:0 0 0 96;"><SPAN>(B) identifies and prioritizes areas for hazardous fuel reduction treatments and recommends the types and methods of treatment on Federal and non-Federal land that will protect 1 or more at-risk communities and essential infrastructure; and</SPAN></P><P STYLE="margin:0 0 0 96;"><SPAN>(C) recommends measures to reduce structural ignitability throughout the at-risk community.</SPAN></P><P STYLE="margin:0 0 0 0;"><SPAN /></P><P STYLE="margin:0 0 0 0;"><SPAN>The data in this dataset comes either directly from counties or has been digitized from maps or written descriptions within the CWPP. Northern Region (Region 1) CWPP data provided on March 14, 2024 represent county CWPP data that have been verified to match CWPPs. Forests did their best to interpret and map the CWPP WUI areas under a tight timeline with limited ability to coordinate with the local government entities. Many units are now starting to work with their county partners to validate the current information. There is also the requirement for local units to work with their county partners, so they are aware when new CWPPs have been created or updated. </SPAN></P><P STYLE="margin:0 0 0 0;"><SPAN /></P><P STYLE="margin:0 0 0 0;"><SPAN>There have been legal court decisions on the interpretation of HFRA WUI that only apply to regional areas, and because of this, direction may change between FS Regions. Verify the official Regional direction for using HFRA WUI. Outside of areas impacted by court rulings, HFRA_CWPP_WUI (PartA) can be used in conjunction with At-Risk Communities and Evacuation Routes that are stored separately. Each region is only responsible for populating data within their Region. </SPAN><SPAN STYLE="font-weight:bold;">Region 1 HFRA WUI direction can be located on this internal SharePoint site: </SPAN><A href="https://usdagcc.sharepoint.com:443/sites/fs-r01-oystry/SitePages/R1-WUI.aspx?csf=1&amp;web=1&amp;e=VpyajX&amp;cid=bb07f8f6-f801-48e8-8cbe-e7ef9e3c15b9" STYLE="text-decoration:underline;"><SPAN>https://usdagcc.sharepoint.com/sites/fs-r01-oystry/SitePages/R1-WUI.aspx?csf=1&amp;web=1&amp;e=VpyajX&amp;cid=bb07f8f6-f801-48e8-8cbe-e7ef9e3c15b9</SPAN></A></P><P><SPAN>The HFRA_CWPP_WUI boundaries will be combined with buffered HFRA_AtRisk (communities) and buffered HFRA_Evac (routes), where legally appropriate, and published to the Enterprise Data Warehouse (EDW) as HFRA_WUI. in the Enterprise Data Warehouse (EDW). </SPAN><SPAN STYLE="font-weight:bold;">Northern Region data users need to consult the regional WUI direction located at the internal SharePoint site listed above and should use WUI layer files located under </SPAN><SPAN STYLE="font-style:italic;font-weight:bold;">T:\FS\Reference\GIS\r01\LayerFile\Fire\HFRA </SPAN><SPAN STYLE="font-weight:bold;">for any environmental analyses efforts requiring HFRA WUI. </SPAN><SPAN>The HFRA_WUI layer is designed </SPAN><SPAN STYLE="font-weight:bold;">ONLY</SPAN><SPAN> for use with HFRA Fuels Categorical Exclusions, where HFRA WUI is legally required, when following USFS direction, and fiscal decisions, specifically funds granted in the Inflation Reduction Act (IRA).</SPAN><SPAN STYLE="font-size:14pt"> </SPAN><SPAN>Examples of IRA funding that use HFRA WUI include priority landscapes and keystone partnerships.
